Oshyn's Azure DevOps team ensures critical air quality information for Northern California residents is available and secure.
The Challenge
Every day, residents and businesses across the San Francisco Bay Area visit BAAQMD's website to check air quality conditions, file permits, and access regulatory information. For a public agency serving nine counties from Alameda to Sonoma, maintaining reliable, secure digital services isn't optional.
But BAAQMD's development teams faced mounting operational challenges. Poor documentation made it difficult to maintain and update systems. Inconsistent development practices across teams led to quality issues and coordination headaches. Release cycles for new features stretched on for months, and without standardized processes, each deployment carried unnecessary risk. This led to slower innovation, unpredictable system performance, and growing technical debt, all of which threatened the agency's ability to serve the public effectively.
BAAQMD needed to modernize its infrastructure, establish consistent DevOps practices, and ensure high availability and security for its digital services. They brought in Oshyn's Azure DevOps team to streamline development processes and build a more reliable foundation.
The Solution
Oshyn was selected for its expertise in Sitecore enterprise platforms and Azure infrastructure. They began a comprehensive assessment of BAAQMD's existing architecture, infrastructure, security, and DevOps processes to identify critical gaps across the Sitecore XP environment, Azure services, and deployment workflows. Based on these findings, Oshyn developed a targeted modernization plan to address inefficiencies, strengthen security, and establish reliable CI/CD operations.
Oshyn modernized BAAQMD's Sitecore environment, implementing ongoing security patches and optimizing the platform for high availability and performance. The team built a new headless website on Sitecore XP using Sitecore JSS and developed features, such as the Complaints History Table, to improve public access to regulatory information.
Oshyn streamlined DevOps workflows using Azure DevOps, TeamCity, and Octopus to automate deployments and implement continuous testing that catches issues before they reach production. The team established centralized documentation to improve collaboration, optimized Azure infrastructure, and implemented 24/7 monitoring with clear incident response protocols. This included automated alerts, post-incident analysis to prevent recurring problems, and regular backup drills to ensure BAAQMD's systems remain available and secure.

The Outcome
Since modernizing BAAQMD's infrastructure and DevOps processes, Oshyn has helped them achieve 99.95% uptime, ensuring residents and businesses have consistent access to critical air quality information and regulatory services. Response times for critical and major incidents have dropped to less than three hours, minimizing disruptions and maintaining public trust.
