Oshyn optimizes release processes and environments to improve the features, time-to-market, and security of the retirement system for Texas state workers.
The Challenge
For the Texas County & District Retirement System, delivering reliable digital services is about maintaining trust with the thousands of public employees who depend on them for their financial future. Every new feature, security update, and system improvement must reach members quickly and function flawlessly.
But TCDRS's development, testing, and production environments had fallen out of sync. Inconsistent data, mismatched configurations, and outdated software versions across environments created a dangerous gap between what worked in testing and what would actually deploy to production. Features that passed testing would break in production. Security patches were difficult to implement reliably. With each failed deployment, the risk of vulnerabilities increased, while members waited longer for improvements.
To modernize their infrastructure, align their environments, and eliminate deployment risks, TCDRS brought in Oshyn to refactor their pipelines and synchronize their systems.
The Solution
Oshyn was selected for its deep infrastructure and DevOps expertise, as well as its ongoing partnership with TCDRS. A comprehensive analysis of TCDRS's existing environments revealed that the previous build server had significant limitations, and inconsistencies across environments were creating deployment risks.
Oshyn’s DevOps team provisioned new development servers and gradually replaced the build server, integration environment, and QA environment. The solution included synchronizing all key technologies across environments, including Microsoft SharePoint, Episerver 11 (Optimizely CMS), IIS, Imperva security configurations, Redis Cache, Okta authentication, Delinea secret management, and Citrix Desktop access.
The team also deployed the latest .NET framework and updated Azure DevOps pipelines to ensure consistency across all projects. Once the Dev and QA environments were validated and working as expected, Oshyn implemented the UAT and Production environments using the same architecture, with secondary servers added for load balancing.
The Outcome
Through Oshyn's infrastructure modernization, TCDRS now has a standardized, reliable foundation built on a modern server and streamlined Azure DevOps pipelines. This has led to a significant reduction in deployment time and eliminated the environment-specific issues that once caused features to fail in production. The development team can now release updates with confidence, knowing that what works in testing will work in production, thereby accelerating time-to-market for new features while reducing maintenance overhead.
