The Challenge
When a city resident visits their local government's employment portal in search of job opportunities, they expect a straightforward experience. But for years, the employment section of one major US city's website felt like a patchwork of disconnected pages stitched together.
The employment portal had evolved over time with inconsistent designs, navigation, and site structures across different sections. What should have been one cohesive platform helping job seekers find training and employers connect with local talent felt disjointed and confusing.
City residents facing historic employment disparities often struggled to access opportunities that could change their lives. Employers couldn't efficiently connect with the city's workforce programs to hire local talent. With a growing municipal labor shortage, the city government's own recruitment efforts were hindered by its limited digital infrastructure.
Behind the scenes, content updates required work across multiple CMS platforms, managing different parts of the portal, which slowed feature rollouts, increased the risk of errors, and prevented the city from responding quickly to job market changes or launching new programs efficiently.
They needed to unify the employment portal under a single CMS, standardize the user experience, and establish a foundation that would streamline operations and enhance accessibility for all residents. To consolidate the technical infrastructure and create a consistent user experience, the city partnered with Oshyn.
The Solution
Oshyn was selected for its proven expertise in Adobe Experience Manager and its ability to deliver end-to-end digital solutions. Having previously worked with the city on its main website infrastructure and design system, Oshyn was familiar with the governance requirements and technical complexities.
Oshyn partnered with the New York-based digital agency PruTech to design and implement an employment portal on Adobe Experience Manager as a Cloud Service, consolidating all content management under a single platform and leveraging the city's established design system.
The implementation unified several job programs into a single searchable catalog with filters and listings, helping users find jobs, training, internships, adult education, HSE/GED preparation, and English classes. For employers, Oshyn built a dedicated resources section that connects them to staffing services, hiring halls, industry-specific programs, and apprenticeship opportunities, creating a true, two-sided marketplace.
To streamline content operations, Oshyn integrated GatherContent with AEM, enabling content creators to manage program information efficiently with seamless import and export capabilities. The platform features newsletter sign-up functionality, allowing both job seekers and employers to receive updates on new programs and opportunities. Oshyn implemented multilingual support in the 10 most commonly used languages via TransPerfect and ensured full WCAG AA accessibility compliance to serve all residents.
Oshyn also provided comprehensive training, user guides, and technical documentation to ensure the city's team could confidently manage and maintain the employment portal independently.

The Outcome
The employment portal has transformed the experience for both job seekers and employers. Employer portal users increased 133%, while employer click-through rates increased 33% and job seeker click-through rates rose 10% in just a few weeks. The unified platform now offers over 80 employment, training, and education programs through a single, consistent, and searchable interface, rather than disconnected sections with varying designs.
City residents can now more easily discover opportunities that were previously hidden in inconsistent navigation. At the same time, employers can efficiently connect with workforce programs to hire local talent and help address the municipal labor shortage.
For the city's operations, the consolidation has delivered huge efficiency gains. Content teams publish updates in hours instead of days, and the city can now launch new employment programs and respond quickly to shifting job-market demands, without the technical and operational overhead that previously slowed progress.
